I'm not an expert, but I think "sbalzo" should be "overhung".

I think English would change the parts of speech.
There's no "catch all" word for the "porta" though - we would normally use a more specific word (like bracket), depending on what form this takes and what material is used.

On reflection, "carrier" could be a more generic term but "sign carrier" doesn't sound a very natural expression (to me).

Explanation:
Sbalzo here could well be short for pilone a sbalzo, the Z-shaped posts one so often sees along motorways.
If asker can confirm I would translate it as
projecting signpost
