Italian term or phrase: registro di carico e scarico
I need to translate the term "registro di carico e scarico" in a waste management procedure. The definition in Italian is:

"Registro su cui devono essere annotate le informazioni sulle caratteristiche qualitative e quantitative dei rifiuti."

A partire dal 13 febbraio 2008, i Registri di carico e scarico rifiuti devono essere numerati e vidimati non più dall’Agenzia delle Entrate ma esclusivamente dalla Camera di commercio competente per territorio (dove è ubicata la sede legale ovvero un’unità locale). Ciò in conseguenza della modifica dell'art. 190, comma 6, del D.Lgs. n. 152/2006 (Codice ambientale), da parte dell'art. 2, comma 24-bis del D.Lgs. n. 4/2008 (correttivo del Codice ambientale).

“ Another mandatory document is the “loading/unloading register” on which the producer has to note down, within a week, all the movements of hazardous waste, in particular loading operation when waste is produced, unloading operation when waste is disposed, i.e. when it is given to the collector (Council Directive 91/689/EEC). “
