at least one tank downstream from the El. cell. A pipe is connected to the cell (or the tank, because ambiguous, but must be both). The upper part of the pipe extends into the entrance of the tank (which as said is downstream from the cell and il logical. Pipe goes from cell to tank and upper part of pipe extends into inlet of the tank.
