local banks / relationship banks

Explanation:
If you have a non technical readership then go for "local banks" otherwise the highly techical term would be the "relationship banks" although the activity of "relationship banking" is seldom used to describe a bank, in that a large bank would use different types of banking with different customers. In Italy what it means is your local friendly banks where they are supposed to know even the smallest customers personally.

Le Banche locali sono banche di relazione, cioè sono banche che tendono a privilegiare rapporti stretti e di lunga durata con le imprese ed un approccio al credito basato sulla conoscenza diretta e approfondita del cliente. In letteratura economica si parla di relationship banking in contrapposizione al transaction-based banking, che invece si caratterizza per il fatto che le decisioni di concessione del credito da parte della banca si basano prevalentemente su informazioni strutturate e formalizzate.
