From a legal opinion on traceability of financial transactions.

OK, it's 5.30 in the morning and maybe I'm not at my sharpest but I really have no idea who is being referred to here:

Tra l’altro, in considerazione dei notevoli dubbi interpretativi, può essere opportuno sollecitare un dibattito tra **gli intermediari a livello associativo**, per la formulazione di quesiti da sottoporre all’Autorità per la vigilanza sulle problematiche che più interessano l’attività di locazione.

Obviously I'm guessing, but only because of the lack of context. Who wrote the document and who is the normal reader of the Italian. However, "L’intermediazione con la clientela" in the financial report of a bank is just "banking business" accepting deposits on current accounts and making loans. Consequently an "intermediario" is often use to mean a bank. Of course the word can also be used to mean any of a large number of brokers.
If these are banks and the association could be the ABI - Italian Banking Association. This is interpreting "locazione" as "locazione finanziaria" and the authority as the Banca d'Italia which I think supervises it.
However, it could be a landlords association or....

Then the association might be Assilea https://www.assilea.it/default.do and the "intermediari" are probably leasing firms. But of course all the big financial leasing firms are part of banking groups. For example when Bank of Italy inspectors do their rounds of a banking Group, they also look at the factoring and leasing companies. No clues in the text?

No not members of a Group. If anything other members of the association, where the members might be banks or leasing companies and the association might be the leasing or banking association. My guess it that the underlying question is tax and how to interpret the accounting rules, so they will raise the question with the national association of other leasing companies/banks and then on the basis of that submit queries to the supervisory authority which is probably the bank of Italy. On this I have high confidence. The low confidence is just for the "or"s in it.

Notes to answerer
Asker: Thanks, Jim. There is no reader of the Italian; the document is a memo to the English client of the law firm giving the opinion, hence the need for translation. The client is a financial services firm that does business in Italy, specialising in financial leases.

Asker: No clues. The par quoted is the only reference, the rest is just technical stuff about the obligations of traceability in financial transactions. As the firm is a large multinational, "members of the group" might be a safe bet. I'll signal my doubt to the client. Thanks a lot, Jim.
