Context: La spesa totale alla fine degli anni ’90 era di circa 200.000 dollari a valore costante.

I don't know what is meant as a literal translation doesn't help me. It's not a financial document, this is a passing reference to expenditure in a speech about something else entirely.

Explanation:
this refers to adjustments so one can compare apples to apples. I belive that it is referring to 2004 dollars (or whenever the speech was made), but I'm not totally sure, since there's not much context. You often see this on financial statements, where they adjust the prior year figures for inflation so they can be compared to current year figures.
