From experience, I know that when measuring for blinds, the shop I was ordering from were very fussy regarding the final measurements for the blinds I wanted and even laid on a free home visit measuring service. There are countless articles on Google.com making suggestions for how to reach that "final measurement" or "final number" for your order.

I have used "measurement" as opposed to "size" as this is the term generally used before such an item as this is made whereas "size" will be used after production, when describing the items dimensions etc. i.e. "measurement" is the more technical term which will be important to those involved in production of item.
