The sentence states that the Lottery operator made increased profits "grazie ad un numero ritardatario". No other context, I'm afraid.
I suspect that this is a very precise term in the Lottery field. Thanks for any pointers.

so according to the gullible, it was "due" to come up so everyone played it

and of course it didn't come up, because there is no statistical reason to suppose that it would be more likely to come up, hence the profits
