Infine, la particolare conformazione dell'armatura urbana del Veneto con la prevalenza di una dorsale di città medie di pari peso ___lungo la fascia pedemontana___, tende a rendere difficile l'esercizio di qualsiasi egemonia di un centro in particolare.


I'm confused, not least because Lombardy is smack between the Veneto and Piedmont. And the cities in the Veneto aren't really ranged along the piedmontese "side", either. Is this a metaphor for something else?
