Having read the context I'll raise my confidence level to 5. This is "urbanistica" or "town and country planning" in the UK. It does read like hot air, but to the people who wrote it, it is very tangible. This is the shape of the settlement, scattered, in a concentric or star shape and so on. The "trama infrastrutturale" for example is the pattern of the roads and railways. New York for example is a grid. "beni culturali" is things like gothic cathedrals (cultural heritage) and "beni ambientali" is things like trees and rivers with fish in them.

as Tom in London helpfully pointed out, this is really a lot of "hot air", notwithstanding, I'm not fully in agreement with the use of setup for assetto. Tom, the site you sent in is hysterical!
