| Note from asker to answererHaving looked again at the text, the implication of urban development as well as just a type of road is probably wrong. I'd describe the sort of development you refer to in your question as a "ribbon development"
Looking at "asse attrezzato" by itself, I hadn't come across this term before, but judging by the way it's used on lots of websites, it can simply mean a link road, without necessarily having to have retail or other developments alongside it.
