Italian term or phrase: modo indeterminato
One of my clients has to give his considered opinion on a poorly written project proposal:

"Il progetto proposto, riferito a importanti attuali temi scientifici, è stato descritto in modo generico per varie fasi e **indeterminato** per qualche altra. Le risorse finanziarie richieste sembrano eccessive."

I wasn't sure quite what they meant, so I called them and they explained that what they are trying to say is that basically the proposal does not even discuss how they would carry out some of the phases. I'm not sure whether "indeterminato" really gets that idea so it is stumping me for the moment.
Can you think of a good euphemism for "please do not fund this project because they have not done their homework properly"?

Explanation:
if for your client indeterminato = *does not even discuss* how they would carry out some of the phases, allora direi che ci sono proprio dei *gaps*, e cioè che, per quanto riguarda alcune parti, il progetto è *addirittura incompleto* (ma probabilmente "addirittura" non si può dire...)

I also like the already suggested *vague*, though I feel it leans more towards the "generico" side of it
