I agree with Lorraine B about the general setting. However, I'm afraid that from a simple grammatical (and therefore logical) point of view, the italian text has "i dati scientifici disponibili" as the subject which is made available to the Commission, which [understood in Italian] will evaluate the applicability of those data [< "ne" = of them]. But I'm plainly quoting Michael Khorovkin, who said it all already. I meant to say in my previous note that I dislike "operabilità" in Italian in the context quoted. Maurizio

I hadn't previously looked at what the whole piece is about. Having seen that it is a proposal for the EC to adopt a pre-agreed regulation on harmonized maximum levels of contamination (excuse non technical lingo) in foodstuffs/animal feed etc throughout the EU in case of a nuclear accident, the 'operabilità' appears to mean whether or not the scientific data gives levels such that the various plans, (controls on foodstuffs, communications to public about health protection, etc) should be implemented.... or whether to ignore because levels shown in scientific data are decidedly lower than the 'alarm bells' level. My take anyhow

Operabilità è un orrendo termine di neo-italiano, evidente back-formation di "operability". In italiano (v. Treccani) operabilità significa "possibilità di essere operato chirurgicamente". In questo contesto è un conato di "high browedness". Significa, secondo me, "possibilità di utilizzo". In inglese direi "if they [the data] are fit for use" o "they can be implemented". Ma già è stato detto da altri. Se può interessare, al limite in italiano si sarebbe potuto dire (traducendo il sinonimo "practicability") "praticabilità", ma non è bello, oppure "utilizzo", plain and simple. Ma si sa, oggi vale più un'elucubrazione (per lo meno in italiano usato male da italiani) che un ragionamento semplice, comprensibile e di facile applicazione (Ecco l'altra parola che può servire, la cita Mikhail in inglese!)
