The issue is somewhat confused as the EU occasionally uses "transposition" and "implementation" interchangeably (e.g. http://bit.ly/pyB4wx) and the latter is undoubtedly often used as a catch-all.

However, the EU itself usually draws a distinction between the two terms (e.g. http://bit.ly/q4Gm1g). My understanding is that "recepimento/transposition" involves receiving the EU directives into national law (which is what Art. 60 L69/2009 actually provides for - http://bit.ly/qvhPah) while "implementation/attuazione" involves putting the measures of the directives into reality. What I can also tell you is that in all my work with the European Parliament "recepimento" is translated as "transposition", while we use "attuazione" for "implementation". In this context (and in a letter to an EU organisation) I would therefore prefer transposition, but I am prepared to surrender if corrected!

However you have to consider the differences in meaning, because going blindly on numbers of hits is not a good idea:

You see you have both words. Transposition is the technical process by which a Directive is implemented into national law. However I think that what you want here is "implementation". As I said before, ask David, maybe he knows more than me, but I think I've answered questions from him in the past.

You have directed this question to Proz.com members only. I am registered and have answered questions for years, but I am not a paying member so that does not include me so I am not allowed to answer your question.
Anyway I would answer with "entitled authorisation for implementation". Many experienced translators translate "recepimento" with transposed, but I prefer implementation also used by many experienced translators. Compare these two Googles and ask David what he thinks.
