Explanation:

neutral  rfmoon: don't want to split hair here, but transposition only refers to implementation, not adoption http://en.wikipedia.org/wiki/Transposition_(law)

  -> Member States don't adopt or ratify directives, they are legally binding upon them and have to be transposed into their national legislation, which is precisely what Art. 60 of Legge 69 provides for.
