I can see Phil was right and I should have given more context; here is the whole paragraph:

I would be very surprised if this was a commercial reference rather than a political one.

Am I too absorbed by domestic politics (joke), or have been misdirected by the way the three letters appear in the excerpt provided, not to have thought about an acronym, you reckon?
This said, we do not know what country the text refers to. But I still have a nagging feeling it is the Italian 'eco-dem/ecodem' environmental policies. Russell? Over to you.
