I'm unable to understand quite what they mean by "con le maggioranze ivi indicate"

Well for a UK company articles of association and by-laws for US company. Societies have constitutions. You could I suppose use statute for the CNR, which is what exactly?

When I asked what it was (it is quite famous), I meant what was its legal status. Is it part of the ministry of research for example?
