This is a particularly difficult sentence for me. It runs:

e' una difficulta' che non puo' non vederci consapevoli di quanto l'Europa abbia perso molte occasione.

My guess is: [one where] it is impossible not to be completely aware of .......

I don't think there's any reason to replicate the double negative contortions of the original, especially in a spoken text.

agree  BdiL: Simply, English has other ways to say what is common in spoken (high-brow) Italian. Your clause ("whether...") is perfect to convey the same idea. Maurizio
