English translation: state instigated terrorist strategy

Italian term or phrase: strategia della tensione
Can anyone think of any way of rendering this in English without any need for a discursive explanation?

Explanation:
How to explain a couple of decades of history in three words! If you take the "instigated" out you immediately assume it is a legit strategy against terrorism. The "fear" element is included in the terrorism. What is missing is the disinformation and the propaganda which expands to "state instigated strategy of terrorism and lies". Obviously this translation is explicit, while the Italian is veiled, an understatement, a euphemism.

However, I think this term really requires the standard literal translation (http://en.wikipedia.org/wiki/Strategy_of_tension) and a discursive explanation. But of course that will depend on the context (surrounding text), and the type of document, for which you are condemned guilty of not giving.

Sure add reactionary, but the more adjectives the longer it gets. You might consider putting "strategy of tension" in brackets. Jeez this one brings back memories.

'tension strategy' / 'strategy of tension'


Explanation:
I'm sure you were able to come up with these but...

I don't think it's possible to find a convenient and authentic English way to encapsulate it.

As it refers to a specific political strategy, you can't really stray too far from a literal translation in inverted commas, I think.

Incidentally the second option seems much more common than the first, though I prefer the first one.

I wonder what the specific constraints on your translation are here?

Asker: Thanks Jim, this is more what I was looking for. The document is journalist style. How about adding "reactionary" as another adjective?
