Many thanks to all. The expression had been borrowed from trade union terms but it was definitely used in a more general context, so social partners is fine. Ziad's solution was used too, in another sentence, thanks again

neutral  writeaway: Labour party is completely wrong and this is not about partners inside a given company or about 'two sides of industry' here. Eurodicatom is tricky to use because you have to find a translation that fits the context
