Italian term or phrase: sacche di precariato
lo sviluppo dell'impresa non solo rappresenta una delle strade principali per vedere aumentare la richezza regionale ma può consentire di rispondere alle esigenze occupazionali senza creare sacche di precariato.

i can't tell if "sacche" is informally used here to mean "a lot of"?
