I'd need the more accurate English parallel translation of the following Italian expression: Mobiltà in deroga.
Here is the Italian definition:

Mobilità in Deroga:possono usufruire di tale indennità, anche quei lavoratori licenziati da aziende non destinatarie della normativa sulla mobilità, tale indennizzo si percepisce dopo aver concluso l'erogazione dell'indennità di disoccupazione, qualora sussistano i requisiti.Possono beneficiarne i lavoratori licenziati da aziende non destinatarie della normativa sulla mobilità lavoratori che hanno fruito della mobilità ordinaria e per i quali, sulla base di accordi regionali, è prevista una proroga del trattamento.Per far fronte all'attuale stato di crisi in atto e quindi ad una congiuntura negativa si sono aggiunti i così detti Ammortizzatori Sociali in deroga .Viene concessa la possibilità di accedere alla cassa integrazione guadagni e mobilità ai lavoratori dipendenti da imprese escluse dalla normativa generale sugli ammortizzatori sociali (legge 223/1991 e successive modificazioni) trova riscontro normativo nell’art. 2, comma 36, della legge n. 203/2008, nell’art. 19 della legge n. 2/2009 e nell’art. 7-ter della legge n. 33/2009.
