La riforma è incentrata sullo sviluppo di un sistema pensionistico basato su due “pilastri”. I suggest "social welfare fund" as a translation in order to distinguish the concept from private funds or funds that only deal with retirement benefits (the "casse professionali" also provide maternity benefits, etc.).
