As a non-expert in this area, I can only assume that the term refers to private pension funds, but it's a stab in the dark!

Context: article on TFR (employee severance indemnity)
Il sistema pensionistico italiano ha subito dagli anni Novanta un processo di riforma per contenere la spesa pensionistica e per garantirne la sostenibilità. La riforma è incentrata sullo sviluppo di un sistema pensionistico basato su due “pilastri”. Il primo è rappresentato dalla previdenza obbligatoria (erogata da Inps, Inpdap, Casse professionali ecc.) e assicura la pensione di base. Il secondo è rappresentato dalla previdenza complementare per l’erogazione di ulteriori trattamenti pensionistici, con l’obiettivo di garantire più elevati livelli di copertura previdenziale.

Actually, "casse professionali", AKA "casse di previdenza", are public entities which have been set up for various categories of professionals (laywers, for example, have the "cassa forense").
I suggest "social welfare fund" as a translation in order to distinguish the concept from private funds or funds that only deal with retirement benefits (the "casse professionali" also provide maternity benefits, etc.).

La previdenza professionale (PP) è gestita dalle casse pensione che sono generalmente organizzate sotto forma di fondazione. Le casse pensione sono sottomesse a un controllo rigoroso. Esse sono registrate, per questo il termine "Istituzioni di previdenza riconosciuta". Solo queste casse pensione sono autorizzate ad amministrare la previdenza professionale nell'ambito della LPP.

If you are self employed and belong to a recognised association of for example doctors, lawyers, accountants, then the association is responsible for your pension and your compulsory contributions go the the pension fund managed by that association.
