As a teacher-translator I taught English a few times a week for many years in an insurance and reinsurance company. Discussing this type of insurance, I said that this was "third party liability" insurance and that I knew it because I had bought it. They checked with the London office and said that the term was for customers only. Those in the business just called it "liability insurance". Of course the liability is towards other people (not yourself). An employer will ensure against two categories of liability: liability towards his employees, (employer liability) and towards other people (members of the public) public liability insurance. Now presumably because in this text the author is not in the insurance business and equivalent native English writer would have written the full term "third party liability" insurance generally used by the general public so I'd better go and agree with Catherine.
