"delega terzi" immediately makes me think of signing to authorise somebody to do something and "E/C" has to be a bank account in this context. This outsourcer has to check bank statements of accounts where there is an authorised signatory who is not the account holder. That is how I interpret it.
However, anything here has to be an interpretation because "delega terzi" only brings up 391 hits.

However, "delega a terzi" "conto corrente" brings up a decent number of to the point hits:

Googling on these things brings up so little, that it is clear that they are abbreviating incredibly. They have to check the bank statements where payments have been made by authorised signatories on the accounts. The insurance company probably has a lot of agents who are authorised to make payments on the company's accounts, so obviously this is something they would want carefully checked.
I'm basing this on my strong instinct that "delega terzi" is authorisation to sign or do something and EC is bank statement. |

Asker: Hi Jim, Thanks. The only thing that bothers me is that bothers me is that I can't see how that would would in the third case "E/C per pagamento delega terzi"...
