Italian term or phrase: La regola di Firenze...
I'm actually struggling with the entire sentence, but if I can resolve one thing, then maybe I can work through the others....

Here's the sentance before and after:

The Florentine custom...?
Its a wordy sentence, which I feel I could cut significantly...

English translation:the Florentine custom/common practice
Explanation:
Given the context, I think we refer to "a common practice" and not exactly something institutional.

the Florentine rule

Explanation:
Try this. I've never heard of a Florentine rule and I've spend much of my life studying architecture whilst living in Florence. I think it's probably an invention of the author. I know what s/he means but it was never a "rule".

the rule in Florence

Explanation:
As in:

"It was the rule in Florence to want the substantial exercising of a service, of a function that was always associated with the cultivation of beauty in the form; it found enthusiastic expression in the paintings of artists such as Domenico Ghirlandaio and Piero di Cosimo..."

Norm may be a good alternative to rule.

In other words, it's about the balance of form and function.

As is its custom Florence

Explanation:
As is its custom Florence wanted ....
... and it found
or more simply
As always Florence insisted ....
... and it found

I don't think there is anyway you can make "regola" the subject of "trovò" in English and produce an acceptable readable sentence Carly.
I've given 4 confidence, only because there are other ways of translating it, otherwise 5.
