based upon this reserve, the testing committee issued a classified report
When bidding..there may be a "reserve" price, the minimum acceptable price that the seller will consider. Also, a riserva can be an item of concern.

I would use classified because it has two meanings; one can be that the information is confidential as you say, the other meaning for it is that it is a report pertaining to a specific area of the bid..which could also be applicable but, without more text it's impossible to determine for sure..
Classified does cover both basis.
