Local governments issue "ordinanze" (ordinances in the US, or bye-laws/regulations in the UK) in Italy. These are given reference numbers termed protocollo generale. You have a choice of translating literally (which in this case would help anybody searching for the actual document) or generically with something like "general reference number2.

Obviously I an assuming that it is a comune which is putting work out to tender.

Correction: of course it should be "General Protocol Number". Oh and it shouldn't be abbreviated (except perhaps for number). which would make it an enigma.
