Misuse of public funds would imply, to me, that the funds were legitimately awarded but used wrongly, such as to line the pockets of executives (http://tgr.ph/nkhk80).

In the UK we sometimes call this "public sector fraud" http://bit.ly/rcLESF but I think that risks implying that it is one public sector organization defrauding another, which is not necessarily the case.
On the other hand, "fraud against the State" seems about right and has also been used by the EU.
