Is there a particular way of expressing this concept in English?

English translation:fraud against the State (or public sector fraud)
Explanation:
"Truffa aggravata ai danni dello Stato" means deceiving the State to obtain money. Misuse of public funds would imply, to me, that the funds were legitimately awarded but used wrongly, such as to line the pockets of executives (http://tgr.ph/nkhk80).

"Il commercialista che aiuta l'imprenditore ad ottenere finanziamenti pubblici in modo illecito risponde di truffa aggravata ai danni dello Stato." (http://bit.ly/qAzdOs)

"Ha incassato indebitamente 25 milioni di euro di contributi pubblici per i giornali locali di cui è editore. Per questo motivo l'imprenditore e senatore del Pdl, Giuseppe Ciarrapico, è indagato dalla Procura di Roma per truffa aggravata ai danni dello Stato." (http://bit.ly/qlcADm)

In the UK we sometimes call this "public sector fraud" http://bit.ly/rcLESF but I think that risks implying that it is one public sector organization defrauding another, which is not necessarily the case.

On the other hand, "fraud against the State" seems about right and has also been used by the EU.
