is stuff that has been just copied and pasted into wiki from elsewhere. I remember clients who when asked for an "opinion" by a UK firm, often pasted in pages of the relevant Italian law. Once I pointed out that it didn't make much sense to pay tax in the first year only and not in subsequent years. They had forgotten to paste in an initial paragraph which contained a crucial "non" and reversed the meaning of the following 3-4 pages. The UK client complained about the "lengthy" opinions, but the Italian tax accountants said they were lazy and didn't want to read.

The convenzione is between the hospital and the region, which is an expense for the region and income for the hospital.

I have a feeling this may have something to do with le "convenzioni" which are permanent contractual arrangements with outsourcers for the provision of services, but these would be expenses rather than income.
