Italian term or phrase: affidamenti in economia
This is from Italian legislation regarding qualifications to carry out public works. I don't know how to translate 'affidamenti in economia'. Here's the quote:

E' vietata, per l'affidamento di lavori pubblici, l'utilizzazione degli elenchi predisposti dai soggetti di cui all'articolo 32, salvo quanto disposto per la procedura ristretta semplificata e per gli affidamenti in economia.

I believe "in economia" refers to the way that the contract is awarded, i.e. not through tender but through direct selection of the supplier. I have provided some references below.
