Il passivo è di, in lire, circa 140 miliardi, diviso in circa 20 miliardi di passivo chirografario e 120 miliardi, di vecchie lire parlo, di "passivo privilegiato".

A questo passivo insinuato tempestivamente si sono poi aggiunti, nel corso del tempo, altre insinuazioni tardive, soprattutto "privilegiate", sempre da parte degli uffici finanziari, per all’incirca un’altra decina di miliardi.

Abbiamo circa un passivo di xxx miliardi al "privilegio" e xxx al chirografo, quindi xx.

Is this simply preferential liabilities? Or is there another term?

I would say they are as you say just simply prefential liabilities, although at this stage of insolvency I would use the term "debt". However, I would wait, for more expert advice if you can.
