Explanation:
We have the Italian "bollo virtuale" which is a payment made directly to a public body, without the concrete application of the tax-stamp on the document of the act for which the tax is required. So the virtual bollo has the legal effects of a tax-stamp, but it is not a tax-stamp, because it has no physical existence. In the case of the bollo virtuale we have a fictio iuris: you pay for a stamp that does not exist in reality and the payment has the legal value of that stamp. So you pretend an event that has not happened (the application of the tax-stamp) to apply a rule (regularisation of acts for tax payment) that otherwise would not be applicable. This fiction has a legislative origin, as all modern fictiones.
