Italian term or phrase: primo/ultimo grado

Hi All, this is my first visit to this forum so please have pity on me and moderators, I'll try to do everything right!
I'm currently doing a legal translation which sets out the duties of a Disicplinary Committee for a sports federation.
I've come across "primo grado" and "ultimo grado" and I can't seem to find a valid translation for these terms anywhere. I'll give you the sentences and see if anyone out there can enlighten me....

1. "Il Comitato Disciplinare giudica in primo grado, secondo le competenze indicate, per campionati e le competizioni organizzate dalla IWF nel mondo,...."

2. Articolo 14 – Ultimo grado
14.1. Il membro soggetto a una o più delle sanzioni di cui sopra dal Comitato Disciplinare, così come confermate in appello innanzi all’EB può opporsi a tale decisione entro 21 giorni dalla ricezione della decisione davanti al XXXXXXXXX
