Having Googled on "il debitore non può disporre", it seems fairly clear that this is used by lawyers as a shorthand in the context for "Il debitore non può disporre dei beni ceduti". So is free use of the car in this case. I think Imogen is very right in not wanting to use "dispose" (with the huge risk of ambiguity with the get rid of meaning), but I've never found anything better, except in specific circumstances.

Actually it is "luogo che" in the first paragraph and "luogo in cui" in the second and in both cases "disporre" is used intransitively ....... another case of something that is rather difficult to express satisfactorily in English generally. In its intransitive form it means to decide, to direct, to order, to provide, to arrange for, to have at one's disposal ..... etc. etc. See http://en.wiktionary.org/wiki/disporre

I've hidden my answer because your post and your context are contradictory. The post is "luogo in cui" and your context is "luogo che". "Disporre qualcosa" and "disporre di qualcosa" are two different things. Here we are lost between interpretations: disporre del luogo, disporre il luogo and disporre della macchina.
