XXX doesn’t require any software/hardware investment and any application responsibility either.

Sto traducendo dei contenuti relativi a un software gestionale (soprattutto per la gestione di trasferte e pagamenti). Chiedo aiuto in quanto non mi è chiaro nemmeno in italiano cosa voglia dire "responsabilità applicativa".

This is advertising to be read by the head of IT in large companies and it is saying you won't have to worry about software applications. You don't need to buy any and you don't need to maintain any, obviously because it is all in the "cloud", i.e. on the internet.
