Italian term or phrase: ammesso e non concesso
The context is a judgment in criminal proceedings at the Federal Criminal Court (Corte delle Assise Criminali) in Ticino, Switzerland.

There are two instances of the phrase:

[…] ammesso e non concesso che ancora a fine di maggio 2003 essi nutrissero fieri dubbi sulla sua attività di riciclatore di narcodollari […]

Dall' insieme delle circostanze (ammesso e non concesso che ancora nessuno ne parlasse apertamente) era ormai più che evidente che […]

The obvious translation would be "admitted and not conceded", but I can't help thinking that these two verbs are synonymous in this context. If the Defendants are "admitting" that certain facts are true, then surely they are at the same time "conceding" that they are true. Or am I missing something?

I would be grateful for any guidance as to how to interpret the phrase as a whole.
