agree  pesci: Costituirsi:in this case I would say "to present oneself".......costituzione = referred to costituirsi, so I would say "should the person fail to present..." Voglia" is May l'Illustrissimo Tribunale (si esorta il tribunale a, voglia nel senso di volonta'"
