I would hesitate to introduce the notion of nullifying since there is nothing in Italian that really points to that. Dirimere means to adjudicate, to decide, to settle. But in and by itself the sentence does not say what the "criterio" will settle or adjudicate. Also there is no reference to a deadline, but simply to the order in which the things are received.
If you know what is being "ricevuto" you could turn the sentence around and say:
[Applications or whatever] will be ranked according to the chronological order in which they are received.
