Explanation:
I know that some UK companies, in addition to providing a subsidized staff restaurant, also allocate each employee a meal allowance to spend in that restaurant (including the top managers, e.g. BP headoffice). They can spend more than the allowance if they want, but obviously pay any excess themselves.

I think in Italian 'indennita' di mensa' includes not only the allowance to use in the canteen (I actually used to work for BP and used to get the allowance described by PTeale!) but also meal vouchers (ticket restaurant for ex.) or other. I wouldn't therefore specify 'in staff restaurant, canteen, etc'.
