This is from a text relative to forklift operating modes. It also mentions European standard EN 12053 - but I don't see the connection here.

Explanation:
I agree with Mr. Cox, but since the expression makes no sense if it is translated that way, maybe "ponderare" is used in the 'consider' sense. (Although in this context one would expect it to mean what Mr. Cox suggested). Anyway, perhaps this fits better into your text.
