Italian term or phrase: Elettropompa olio scatti

This is an item in a list of components in a turbine assembly. I cannot connect scatti gramatically with the other two words and I don't think it is the name of the oil. My guess is electric primer mechanism oil pump. This text is full of these telegraphic expresions which are wearing to say the least.

Il sistema di sicurezza consiste in una serie di sensori che bloccano il funzionamento della turbina agendo su servomotori sia della valvola di presa che di ammissione.
Questa azione consiste nell’azzerare molto rapidamente la pressione dell’olio del circuito detto “olio scatto” in modo che le valvole che sono del tipo “fail safe” si chiudono per mancanza di pressione sotto ai pistoni di comando. Questa funzione è assicurata dalla “valvola olio” contenuta nel piede anteriore.
