if it makes any sense, it could be. But in Italian (of which I'm native) "fuori emissione" it doesn't, at least to me!!:))

Thanks Fabrizio. That's pretty much what I found too. I've delivered the translation now and flagged this for the client. I've asked the agency to let me know what they say, so I will post back here if and when I get an answer. I can only imagine it is a mistake at this point!

"fuori emissione" in this context makes very little (if any) sense..moreover, if you check on google, "fuori emissione" has very few hits and none in a TV context.
the only tv related meaning I can find is this: (tel.): antenna d'-, transmitting (o sending) antenna; stazione d'-, transmitting (o broadcasting) station; - direzionale, beam emission
