I withdraw the "submarine" portion of this answer, which upon further research, I feel is wrong.
I feel I have manage to resolve this: Zaid Marzouka is in fact partially right: G.M. (SM) = Guardiamarina (CORPO di Stato Maggiore): I would translated this as "Acting Sublieutenant (General Services)" or Midshipman (General Services). See in addition to Daniela's references below: http://www.provincialavoro.it/viewdoc.asp?CO_ID=1428 There are many similar pages offering openings for "Guardiamarina" in various "corpi" including the "corpo di Stato Maggiore". |

Generalità
La necessità di attribuire agli Ufficiali di tutti i Corpi della Forza Armata una cultura professionale a più ampio orizzonte da innestare sulle capacità tecnico-operative già acquisite, per poter essere impegnati in "servizio di Stato Maggiore", da sempre sentita nell'ambito della Marina Militare, è oggi particolarmente importante. L'evoluzione degli scenari politico-internazionali e i conseguenti indirizzi provenienti dai responsabili politici, implicano infatti un diverso coinvolgimento, rispetto al passato, dell'apparato militare nella realizzazione degli interessi nazionali ed internazionali.
In secondo luogo, l'approvazione della "Legge sui Vertici Militari" ha modificato la struttura apicale delle Forze Armate, comportando un sostanziale incremento, qualitativo e quantitativo, del lavoro dello Stato Maggiore Interforze (SMD), degli Uffici e Direzioni Generali, che hanno necessità di Ufficiali in servizio di Stato Maggiore adeguatamente e specificamente preparati. Inoltre, lo Stato Maggiore della Marina sempre più frequentemente viene chiamato ad esaminare problemi collegati ad analoghi problemi delle altre Forze Armate, quando non di altri Dicasteri, primi fra tutti Esteri ed Interni, ma anche Industria, Ricerca, Tesoro, Beni Culturali, Ambiente.
C'è infine un'ultima e non trascurabile esigenza che rende necessaria una formazione innovativa: le Forze Armate negli anni futuri affronteranno mutamenti di compiti e di strutture difficili da prevedere; l'Ufficiale in servizio di Stato Maggiore, quindi, dovrà possedere quelle risorse di originalità, adattabilità e creatività necessarie a padroneggiare rapidamente le nuove esigenze di lavoro, in strutture, situazioni e Paesi diversi, unite però alla conoscenza di un agevole metodo che sia di ausilio sul lavoro, di routine e non.
