maybe Manager is far too "corporate" sounding... I'm getting muddled with all these directors, chiefs, executives, leaders, managers, big bosses etc. :-)

Reference information:
I think in various English speaking regions there could be a lot of titles - deputy chief, deputy master, senior firefighter, etc.

But given the job description - this is an engineer doing inspection and licensing approval -- I'd suggest 'Fire Marshall' (but not Deputy Fire Marshall) - this person is deputized, but not an 'assistant' or 'second in command'.

"A fire marshal, in the United States and Canada, is often a member of a fire department but may be part of a building department or a separate department altogether. Fire marshals' duties vary but usually include fire code enforcement and/or investigating fires for origin and cause. Fire marshals may be sworn law-enforcement officers and are often experienced firefighters."

"There is no direct equivalent to a US fire marshal in the United Kingdom. The enforcement and Investigation role are carried out by two separate professionals known as Fire Investigators and Fire Inspectors."

Because most DVD's in Italy can do both 'inspections' and 'investigations' - the UK titles won't work. And, I think any literal translations of DVD Ing. wouldn't work. Plus, some engineers don't like the title 'engineer' as an official title ;)
