The italian term "morsetto a mano con galletto" if searched in Google images (http://www.google.it/imghp?hl=ru&tab=wi) comes out looking exactly the same as the "wing nut hand vise tool" of the american producer to whose website i'm referring to with the link below.
"Per congegnatore" means simply that the tool is to be used by a maintenance worker for his professional purposes.
