I would agree with juvefan. Nulla Osta (niente ostacola) can mean "permit, permission,license, visa," or "waiver", according to de Franchis' Dizionario Giuridico. In medicine, when refering to a person's health, "nulla osta" means "a clean bill of health."
For your context, "security clearance" seems like the translation that would make the most sense.
