According to the De Mauro Dictionary

"vincolo paesaggistico loc.s.m. TS dir., v. cui sono assoggettati aree e beni immobili posti in zone comprese in un determinato piano territoriale, al fine di salvaguardare i caratteri del paesaggio.

In UK, if you want to preserve an old building, a special place or a beautiful architectural monument then you must list it in the National Heritage List and they will be protected and preserved according with the National Heritage Act 1983.

If you are trying to find an English equivalent of "Carta dei Vincoli" then I think the "National Heritage List" would be it.
