Vittorio, I take your point, however there is also the word "promozione" there, which suggests they encourage, finance or perhaps actually organise something but probably don't provide any services directly. Appoint a new assessore and hey presto you immediately have an assessorato and you yourself have already transformed it into a "dipartimento". Y
I once worked for a Local Authority Social Services Department in the UK. It was a large organisation employing probably at least a thousand people directly in service provision and administration.
