Explanation:
I think they simply mean there that you have to adopt a historical approach.

Unless they are being really philosophical and adopting a Hegelian approach, though I suspect here it is a case of the author using a fancy term where a simple one would have been much clearer.

In any case, historicism is such a relativist approach that arguably any comparative study is next to pointless, so the concept of "historicist comparative" may even be a non sequitur.
