I can't copy the paragraph due to privacy agreements, but I can say it is a legal document in which someone is being thought to "fargli uno shampoo" with regards to a financial agreement figuratively speaking of course. If I were to go with my instinct I would say "pull one over on them", but I've never heard this expression before.
